    U.S. and Europe Coordinate Tougher Sanctions as Russian Attacks Surge in Ukraine

    Allies plan unified economic measures to pressure Moscow

    WASHINGTON, Sept 9 — U.S. and European officials gathered in Washington to discuss a fresh round of sanctions against Russia following an uptick in military strikes on Ukraine. The talks focused on a coordinated strategy to reduce Moscow’s financial and energy capabilities, aiming to limit resources for its ongoing military operations.

    The meeting, held at the U.S. Treasury Department, included Treasury Secretary Scott Bessent and EU Sanctions Envoy David O’Sullivan. Participants examined options to expand restrictions on Russian oil exports and refining operations, which are central to Kremlin revenue, stressing the importance of a joint transatlantic approach.

    Trump Signals “Second Phase” of Sanctions

    President Donald Trump, attending remotely, suggested the U.S. may initiate a “second phase” of sanctions. This could involve measures targeting countries such as India and China that continue to purchase Russian oil, with the goal of cutting off indirect support for Moscow and reducing its energy income.

    EU Prepares 19th Sanctions Package

    The European Union is moving forward with its 19th sanctions package, which will target Russian banks and energy companies. The measures are designed to further restrict Russia’s access to international financial networks and curb its energy exports, complementing U.S. efforts.

    Heightened Attacks Increase Pressure

    The talks were prompted by a major Russian offensive involving over 800 drones and 13 missiles striking more than 30 Ukrainian locations. The assaults caused significant infrastructure damage and numerous casualties, prompting Ukrainian President Volodymyr Zelenskyy to appeal for stronger international sanctions and support.

    Outlook

    The joint U.S.-EU strategy reflects a strong commitment to applying economic pressure in response to Russia’s intensifying aggression. While the impact of the sanctions will depend on enforcement and international cooperation, the discussions underscore a more unified and assertive stance from Western powers amid the ongoing conflict.
